Hierdie kongres in Januarie te Bloemfontein gehou, was in verskillende opsigte merkwaardig. Ten eerste was die verwelkoming vanweë stedelike en provinsiale outoriteite besonder hartlik en geesverwant, soos wel van die Vrystaatverwag kon word.
